What happened to the Colorado Promise?

The Colorado State legislature rolls out this week what is commonly called the Long Bill. The long bill is the proposed 2009 budget for the State of Colorado. The proposed budget that the JBC submitts is believed to be 60-80 million dollars over budget. It will be interesting to see which special interest groups that worked very hard over the past several years to elect and Democrat legislature and a Democrat executive branch will not get to particpate in the Colorado Promise. While the Democrats will blame President Bush for the budget shortfalls, one has to wonder what the Democrats did with the 4+ billion for Ref C that the voters voted for.
